Statement by the International Movement of Catholic Students (IMCS-MIEC) Pax Romana on the Recent Student Protests in Bangladesh

We, the International Movement of Catholic Students (IMCS-MIEC) Pax Romana, including national movements, federations, associations, networks and regional coordinations around the world, are deeply concerned about the recent student protests in Bangladesh. These protests tragically escalated into violence, resulting in loss of life and widespread unrest. Our organization, dedicated to upholding human dignity and social justice, recognises the students’ grievances and emphasizes the need for a fair and inclusive resolution. 

The student protests stem from perceived discrimination within the current quota system for government job recruitment. Many students believe that this system is inequitable and undermines meritocracy. These concerns align with the Universal Declaration of Human Rights (UDHR), emphasizing equality and non-discrimination. Article 1 of the UDHR states that “all human beings are born free and equal in dignity and rights,” while Article 2 asserts the right to non-discrimination.

Furthermore, the right to freedom of expression and assembly is paramount. Article 19 of the UDHR states, “Everyone has the right to freedom of opinion and expression,” and Article 20(1) affirms that “Everyone has the right to freedom of peaceful assembly and association.” These rights are also reflected in the Constitution of Bangladesh. Article 19(1) states, “The State shall endeavour to ensure equality of opportunity to all citizens,” and Article 28(1) affirms that “The State shall not discriminate against any citizen on grounds of religion, race, caste, sex or place of birth.” 

Additionally, the UDHR emphasises the right to life, liberty, and security of person in Article 3 and the prohibition of torture and cruel, inhuman, or degrading treatment or punishment in Article 5. Article 6 further enshrines the right to be recognised as a person before the law.

While it is crucial to support historically marginalised groups, such as persons with disabilities and indigenous peoples, it is equally important to ensure that the recruitment process is fair. Achieving this balance requires a thoughtful and inclusive approach that considers the perspectives of all stakeholders.

In line with the Sustainable Development Goals (SDGs) and their slogan “Leave no one behind,” we advocate for a level playing field that ensures equal opportunities for all citizens, including marginalised communities.

Our Recommendations: 

  • Comprehensive Review: We call for the establishment of an independent commission to review the current quota system, assess its impacts, and address the concerns raised by students and other stakeholders.
  • Merit-Based Recruitment: Measures should be implemented to ensure that government job recruitment is primarily based on merit, providing equal opportunities for all individuals.
  • Support for Marginalized Groups: Quotas should be retained for marginalised communities, including persons with disabilities and indigenous peoples, to ensure they are not disadvantaged in the recruitment process.
  • Dialogue and Engagement: We urge the government to engage in open and constructive dialogue with the students, educators, and other stakeholders to reach a mutually acceptable solution.
  • Accountability and Transparency: Transparent mechanisms should be established to monitor and evaluate the effectiveness of the reformed quota system, ensuring accountability at all levels.

We extend our deepest condolences to the families of those who have lost their lives and urge the authorities to exercise restraint, ensuring the safety of all protesters. It is crucial that the right to peaceful assembly and expression is respected and that any use of force by security personnel is proportionate and lawful.

By addressing these issues thoughtfully and inclusively, Bangladesh can move towards a more just and equitable society where all citizens can contribute to the nation’s development based on their abilities and merits.
